Org. Setting and Reporting

The objective of the Information and Communications Technology and Disaster Risk Reduction Division (IDD) is to strengthen information and communications technology (ICT) connectivity and enhance regional cooperation and capacity with the goals of improved management of disaster risk reduction and the associated socioeconomic risks, towards inclusive and sustainable development in Asia and the Pacific.

The Disaster Risk Reduction Section works towards improving the capabilities of ESCAP members and associate members to reduce the socioeconomic impact of disasters and build the resilience by mainstreaming disaster risk reduction, including those related to climate change adaptation, into sustainable development.

This position is located in the Disaster Risk Reduction Section, in the Information and Communications Technology and Disaster Risk Reduction Division (IDD). The incumbent reports to the Chief of Disaster Risk Reduction Section.

Responsibilities

Under the direct supervision of the Chief of Disaster Risk Reduction Section, and overall supervision of the Director, Information and Communications Technology and Disaster Risk Reduction Division, the incumbent is required to perform the following functions:

Economic or sector analysis:
• Monitors economic developments, analyses the trends of disaster impacts vis-à-vis the state of resilience and identifies recurrent and emerging issues of concern of ESCAP.
• Designs and conducts studies of selected issues in disaster risk reduction and economic development and draft resulting reports.
• Develops draft policy recommendations, contributes to development of the Asia-Pacific Disaster Report and Asia-Pacific Disaster Resilience Network.
• Formulates proposals for disaster risk reduction and development strategies, policies and measures for presentation to intergovernmental bodies and others.
• Attends international, regional, and national meetings to hold discussions with representatives of other institutions.
• Organizes expert group meetings, seminars, etc. on disaster risk reduction and development issues.
• Prepares speeches and other inputs for presentations by senior staff.
Intergovernmental support:
• Provides substantive support on disaster risk reduction and economic issues to intergovernmental bodies, such as the Committee on Disaster Risk Reduction and the Commission.
• Represents ESCAP at international, regional and national meetings.
Technical cooperation:
• Designs and monitors technical cooperation projects in disaster risk reduction.
• Undertakes missions to member states, either alone or as a participant in a diverse team, as part of ESCAP’s technical cooperation activities.
• Prepares global, regional, national or sector analyses that provide a basis for advising national governments on disaster risk reduction and socio-economic development issues.
• Conducts training seminars and workshops for government officials and others.
General:
• Supports junior staff, reviewing their work and providing feedback.
• Participates in intra- and inter-divisional undertakings of broader concern to represent the views or interests of the Division.
• Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the Section’s service.
• Undertakes on-the-job and other training activities, both internally and externally.

Requirements

Education
Advanced university degree (Master’s degree or equivalent) in economics, development studies, environment, atmospheric sciences, disaster risk management or related field. Ph.D. degree in the above fields is desirable.
A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in socio-economic research and analysis, including data analysis; policy formulation, application of economic principles in development programmes particularly those pertaining to reducing health, environmental and other disaster-related risks; is required.
Experience in the assessment of socioeconomic impacts of disasters in developing countries is required.
Experience in regional cooperation issues for disaster risk management in the Asia-Pacific region is required.
Experience in socio-economic and geo-spatial modeling for policy research studies is desirable.
Experience in the United Nations Common System or international organizations is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
