About the position
ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership, through analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region. In order to enhance ESCAP's visibility, Strategic Communications and Advocacy Section (SCAS) is seeking to establish a roster of qualified candidates for future consultancy projects involving Drupal website development at ESCAP.
Expected duration
Project duration can range from 1 month to 12 months depending on the project.
Duties and Responsibilities
Depending on project requirements, the consultant may be allowed to work remotely:
• Work with the web team Drupal front and back end development, along with theming.
• Building web sites using built-in and contributed modules including production development of websites.
• Quickly prototype and work directly with publication management group to refine requirements.
• Provide excellent service and high-quality coding to create secure and functional sites.
• Manage projects using Drupal, including full Drupal deployment services.
• Create powerful, feature-rich websites and install Drupal or upgrade existing Drupal systems.
• Responsible for meeting guidelines and requests, configure web pages and manage security to create enhanced features for the end user.
• Able to understand many programming languages and work under pressure to meet deadlines.
• Develop Proof of concepts and prototypes for easy-to-navigate user interfaces of web pages with graphics, icons, and color schemes which match industry standards.

Education
Advanced university degree (Master's degree or equivalent) in computer science, IT, engineering or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
• At least 3 years of Drupal experience building web sites using built-in and contributed modules including production development of websites.
• At least 1 year of experience in in Drupal 8 and up to date on the latest developments and versions.
• Knowledge of PHP and associated libraries and tools is essential.
• Experience building Drupal modules and using contributed Drupal modules is very important, as is a deep background in Unix shell, database design and Apache web server configuration.
• Experience in development of both server side (Drupal/PHP) and client side (Javascript, XHTML, CSS, etc.) software.
• Knowledge of developing high performance, high availability sites leveraging load balancers, CDN, caching tools, dev-ops tools and front-end optimization techniques.
• Understanding of dynamic or active web content and the use of XML based technologies including XSLT.
Language
Fluency in English is required. Knowledge of another UN official language is an advantage.
