Short Term Consultant Opportunity
Individual Short Term Expert for Supervision of Berbera Water Supply Master plan and Detailed Design,Ministry of Water Resources. Ref No: – P202
The Somaliland Development Fund (SDF) is a 4 - year fund designed to support the Government of Somaliland (GoSL) filling a critical gap supporting projects that are fully aligned to the National Development Plan (NDP). SDF is currently funded by the Department for International Development (DFID), the Danish International Development Agency (DANIDA), the Embassy of Norway and the Kingdom of the Netherlands.The SDF has allocated funding to Water Resources Development in Somaliland Projectimplemented by the Ministry of Water Resources and intends to use a part of the funding for engaging the services of a Short Term Expert to supervise Berbera Water Supply Master Plan and Detailed Design in Berbera City Sahil Region in Somaliland.
The Somaliland Development Fund Secretariat on behalf of the Ministry of Water Resources now invites applications from qualified Individual Consultants to provide the above services.
Required Qualifications/Skills
Required minimum Qualification
· At least a Master’s degree in Water Engineering or Civil Engineering;
· Full membership of a relevant recognised professional body is must;
· Demonstrated excellent command of spoken and written English. Fluency in Somaliland local language will be an added advantage although not essential; and
· Proven facilitation, analytical and report writing skills.
General professional experience
· Minimum of 15 years' experience working in design and implementation of water supply systems in Africa;
· Experience working in a consulting firm as a design engineer and providing backstopping quality assurance services to government clients; and
Specific professional experience
· Demonstrated experience (minimum of 8 years) in designing or supervision of urban water supply system design. Examples of projects designed or supervised in the last five years might be requested for.
· Demonstrated knowledge of AutoCAD and water distribution system design software like EPANET, WaterCAD etc.
· Specific work experience in East and Horn of Africa context is required. Specific work experience in Somalia or Somaliland would be an advantage but not essential.
· Demonstrated hands-on technical understanding of piped water supply distribution system design/modelling/planning and water treatment system design for growing urban areas. Examples of projects should be identified in the application; and
· Knowledge/familiarity with hands-on groundwater assessment, groundwater assessment tools and data interpretation.
