Org. Setting and Reporting

The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy-oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

This position is located in the Human Resources Management Section, Division of Administration. The Chief of Human Resources reports directly to the Director of Administration and provides strategic human resources guidance to senior managers and Department leadership. The Section encompasses organizational development, staffing, staff administration, HR policy, administration of justice, staff well-being and medical services.

Responsibilities

Under the direct supervision of the Director of Administration, the incumbent performs the following functions:

• Provides strategic guidance directly to Department leadership, including clear analysis of programmatic impacts of human resources decisions.
• Advises senior management on all aspects of human resources management and provides proactive and innovative approaches to delivery of human resources services as well as to strategic and policy issues including workforce planning, and advises and counsels staff in respect of rights, responsibilities, and the code of conduct.
• Provides senior leadership with relevant metrics, guidance, and direction in innovating human resources at ESCAP ensuring adherence to best global practice.
• Plans, organizes, manages and supervises the work of the Human Resource Management Section, including the management of the programme budget, financial resources, and strategic planning.
• Develops and implements new human resources practices and procedures to meet the evolving needs of the Organization.
• Monitors and ensures the implementation of human resources policies, practices and procedures.
• Manages organizational development and staffing activities, working directly with the senior leadership on senior-level job openings.
• Represents the Organization in negotiations with staff, staff representatives and at inter-agency bodies dealing with human resources issues.
• Conducts and coordinates salary surveys assessing the labour market in Bangkok for the establishment of salaries and related allowances of locally recruited staff; coordinates duty station classification and subsistence allowance surveys.
• Promotes staff development and career support programmes, including provision of advice on mobility and career development to staff at all levels in all categories.
• Oversees the implementation of the performance management and development system with particular focus to ensuring connection between senior management priorities and divisional work plans.
• Oversees the administration of entitlements, including complex and exceptional cases, remuneration for staff and consultants and related benefits.
• Manages the administration of justice, including formal and informal channels, guiding staff and managers appropriately.
• Monitors staff welfare and identifies/proposes appropriate programmes and remedial action, including the management and oversight of the UN Medical Service in Bangkok.
• Manages, guides, develops and trains staff under his/her supervision.
• Performs other related duties as required.

Requirements

Education: Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area. A first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience: A minimum of ten years of progressively responsible experience in human resources management, administrative services or related area is required.
Experience in the use of major Enterprise Resource Planning (ERP) systems (e.g., SAP, PeopleSoft, Oracle, etc.) is required.
Demonstrated experience in providing strategic human resources guidance to senior leadership is required.
Experience in managing diverse HR functions is required.
Experience in supporting an organization-wide change management programme is highly desirable.
Work experience in the Asia-Pacific region is an asset.

Languages: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
