Org. Setting and Reporting

The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy-oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

This position is located in the Business Transformation & Change Management Unit within the Division of Administration of ESCAP. The Management and Programme Analyst reports to the Chief, Business Transformation & Change Management Unit. The focus of this job is the implementation, administration, monitoring and business process evaluation and improvement of various administrative operations and other related activities.

Responsibilities

Under the overall supervision of the Chief, Business Transformation & Change Management Unit, the incumbent will be responsible for the following duties:

• Participates in the development, implementation and evaluation of assigned programmes/projects within the division of administration, etc.

• Monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

• Reviews business processes with all sectors in administration to ensure all processes are integrated seamlessly in the most effective and efficient manner.

• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.

• Researches, analyzes and presents information gathered from diverse sources including but not limited to various enterprise planning systems (SAP, PeopleSoft).

• Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.

• Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.

• Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.

• Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

• Undertakes outreach activities; conducts technical training workshops, seminars, etc.; makes presentations on assigned topics/activities.

• Participates in administration operation support, including provision of guidance to external consultants, administrative users and other parties, etc.

• Performs other duties as required.

Education

Advanced university degree (Master's degree or equivalent) in business administration, management, information management, computer science, engineering or a related field. A first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

Minimum 5 years of working experiences in programme management, project coordination and/or business analysis, administration or related areas are required.
Experience in Business Intelligence and operational reporting are highly desirable.
Experience in operation support/service support for enterprise resource planning systems (PeopleSoft, SAP, etc.) are highly desirable.
Experience within the United Nations Common System or international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Qualified applicants may be evaluated through a competency-based interview and/or other assessment methods.

Special Notice

This post is funded from extra budgetary resources. It is a temporary position and will be available for 364 days. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post.
Locally recruited General Service staff members applying for this post must meet the minimum requirements, including academic qualifications and years of relevant experience. Relevant experience in the General Service category at G-6 and G-7 levels may count towards experience requirements.
